This mission is important. There are too many Smugglers and Black Market Dealers. Here is a list of each of them. oddly enough, they all live in relatively same life style. The smugglers are always on their boats while the Dealers are often times somewhere in the Market place. It's best to hit them there, but you could opt for waiting until dawn where they retreat in to a highly fortified Castle. The choice is yours, but these scum must be purged. They set up shop in all the major villages but a few manage to find work in some minor villages as well.
