______________________________ A large border town to Umigakure named Ushigawa has recently fallen into a state of near civil war. Their mayor was recently assassinated and electing a new one has stalled. The criminal responsible has yet to be caught and the town's three leading factions are now at each other's throats. The town's agriculture supplies a large amount of food and goods to Umigakure and is a vital point for the tourist business, where travelers often stop. The three factions have become extremely violent with each other, to the point that even walking the streets at night is highly unsafe and many unfortunate incidents have already occurred.
Go down to Ushigawa as an envoy and find the roots of the problem. Talk to the leaders of each of the 3 factions. You are free to eliminate the roots of the cause as you see fit, but be prepared for anything.
